If there is no dispute, then paypal will have no reason to take the money and you can do whatever you want with it afterward. Paypal doesn't just go around stealing people's money for no reason. They need to be of the impression that one person was screwed out of their money. If you and he had an agreement that he was gonna have to wait, that's one thing. But to be paranoid that money in your paypal account isn't yours is absolutely ridiculous unless you feel he has a reason to notify paypal that you screwed him over. If there's no reason for a dispute, then you should have no reason to be concerned that the money won't be yours.
